This is set during Infinite Crisis, when DC’s reality was in danger from Superboy Prime, who, well, it’s explained up there – he was a bit of an immature brat with way too much power, meta-breaking powers, which helped make him completely unbeatable. Also introduced in Infinite Crisis was the new Blue Beetle, and thus, Rule 63 was a way to bring them together.
